Use XsltListViewWebPartDefinition with promoted links
Problem
ListView webpart does not show promoted links list view experience.
Explanation
XsltListViewWebPart should be used to present promoted links list view experience. ListView does not seem to work with the JSLink and correct JS template to render promoted links. That's how SharePoint works.
